Not even soggy grounds could stop the community from coming out to Burroughs Park for the 14th annual South Central Hilltop National Night Out Neighborhood Festival. For more than two hours, festival-goers partied with mascots, handcrafted sun hats, had fun with police, and ate lots and lots of free hotdogs.
