Madison Twp. considers police levy options

Limping along with no new funding in nearly 24 years, Madison Township police officers hope 2010 is their year to convince voters to add to law enforcement coffers.

Madison Township Police Chief Greg Ryan discussed a pair of levy options with Madison Township trustees at a special work session on Jan. 13. The last time township citizens approved a permanent police levy issue was for 1 mill in 1986.

"Twenty three years ago, things were a little cheaper, but things (levy funding) have stayed the same," said Ryan. "We've come to the time where expenses are beyond what we are receiving."

According to Ryan, to ensure a trio of township officers are patrolling the streets at all times, staffing the detective bureau with two full time positions, and resuming a vehicle replacement program, the department needs another $622,484 for officers and vehicles.

Ryan said the township needs a minimum of $750,000 per year in new levy money to accomplish its goals. At 1.17 mills and $100,000 of valuation, the levy would add approximately $36 to an annual tax bill.

Compounding the decision is uncertainty regarding revenue from the state's sliding reduction in Tangible Personal Property (TPP) tax. Under the current legislation, the levy amount would be adequate to cover expenses. But once the tax is phased out, more funding would be necessary to operate at the same level.

A levy at 1.56 mills would generate an additional annual cost of $47, which would generate approximately $1 million per year.

"There's really a big question about what happens to the CAT tax, backing the TPP, after 2012," said Madison Township Administrator Larry Flowers. "In a couple of years, we may be back in front of you."

Madison Township Trustee Susan Brobst added, "Are we comfortable putting on 1.17 mills and it passes, but knowing in two years we could be back to the same point, or ask for 1.56 (now)?"

In order to appear on the May ballot, Flowers said the board needs to make a decision within a month in order to meet a Feb. 18 deadline.
