CW Council moves to help fund Human Services

A proposed three year agreement between Canal Winchester and the village's Human Services could help address economic uncertainty by affording the community focused entity a secure funding source until spring 2012.

Canal Winchester Village Council held the first of three readings on an ordinance authorizing $14,500 per year in four quarterly installments for Human Services, subject to annual council appropriations. According to the village, Human Services provides a variety of social service programs to residents living within the local school district.

In a memo to council, Finance Director Nanisa Osborn said, "In the fall last year, we reached a verbal agreement with Canal Winchester Human Services to fund, in part, their operation for the next few years through a grant from the general fund. At that time, you asked that I meet with their director, Penny Miller, and draft an agreement which outlined our commitment and theirs. Gene (Hollins, law director) has reviewed and made his changes. Penny has reviewed, and they are in accordance...We have kept the agreement rather simple and to the point."

As it has done for years, Human Services agrees to provide emergency assistance, senior transportation, and community outreach. The transportation program provides free transportation to eligible residents and the emergency program offers matching funds to residents facing emergency situations.

Programming also includes Tools for Schools - which provides free school supplies to children in need - and the annual Adopt-A-Family Program - which assists with clothes and toys during the holidays. Human Services also supports the community-wide Halloween Party, Junior-Senior After Prom Party, and assists with a weekly lunch program at the community center.

The agreement runs from April 1, 2009 through March 31, 2012. The village continues to be a member organization of Human Services, but the department is offering the council the opportunity to fill the next vacant executive board position.

Other Canal Winchester news


•Council presented an ordinance establishing salary rates for swimming pool employees and pool rates for the 2009 season. If approved, swimming lessons will be $40 per swimmer for members and $50 for non-members. The cost for a private pool party for one through 90 people is $150. Rates were adjusted to cover the cost of lifeguards required for events.

•The Canal Winchester Municipal Pool will open May 30 with limited hours, and will begin regular full time hours on June 6. For information about the pool, visit the village's Web site at www.canalwinchesterohio.gov.

•Under emergency language, a $770,210 contract was awarded to Caldwell Tanks, Inc. for a 10-year agreement to maintain the village's elevated storage tanks through 2018. The annual cost is $77,021.
•Council scheduled an appeal hearing requested by Trevcor Development, Ltd. and Fairfield Homes, Inc., for May 4, 6:30 p.m., for property at 56 E. Waterloo St.

"Right now, it's an empty lot behind Bolenbaugh Hardware," reported Osborn. According to village officials, Trevcor and Fairfield Homes presented a request to Planning and Zoning for a 40-apartment complex for people 55 and older, which was denied. The location is within the village's preservation area.
